Owners/relatives asked to collect their luggage from STS GM office

ITANAGAR, May 25: The passengers or their relatives of ill-fated STS bus (no Ar-02-414) which met with an accident near North Lakhimpur on May 22, are advised to collect their luggage etc. from General Manager’s office, STS, Naharlagun. The owners or relatives may contact Vigilance Inspector J Lego (tele: 9436041156/ 0360-2244844) to collect their luggage etc. which were brought to Naharlagun from North Lakhimpur Police station today.

 

Earth cutting restricted

ITANAGAR, May 25: Panchali Upper CRPF Camp and Dara Camp Welfare Committee of Itanagar have decided to impose restriction on earth cutting  along the road side in their areas. The decision was taken unanimously after considering the present deteriorating condition of road due to blockade in drainage system and accumulation of mud on the road.

It stated that land owners have to seek permission from the state officer before  earth cutting.

 

Committee sets fresh deadline

ITANAGAR, May 25: Expressing concern over the delay in implementation of road from Darak to Boru Raksap under SPA in West Siang district,  Poyom Raksap Youth Development Committee today asked the executing agency  to start the road work within May 28. If the agency fails to start work within given time of six days beginning from May 23, the Yomcha PWD should start the road work in order to avoid any kind of agitation,  the committee said.

Allegation of fund misuse

ITANAGAR, May 25: A group of public leaders and Gaon Burahs (GBs) of Old Mengio and Kulung have lodged a complaint with Chief Secretary  about misappropriation of TFC fund meant for construction of road from Sakiang to Old Mengio without proper work.

In their complaint letter, it was alleged that without producing any documentary evidence the competent authority of RWD, Poma division, Itanagar along with some local contractors of Mengio area have misappropriated TFC fund amounting to Rs two crore sanctioned for construction of the said road in the year 2011-12. They demanded an investigation into the allegation and termination of the officers/officials involved in the alleged misappropriation of fund. They further demanded re-start of the uncompleted road work within 14 days.

 

Elite society meet

ITANAAGAR, May 25: All Mechukha Boh Ramo Bokar (Adi) Elite Society  in a meeting held on May 21 called for independent police station at Tato, immediate posting of the circle officer along with staff at Pidi, up-gradation of Tato middle school to secondary level, proper distribution of PDS item. The meeting said that the heads of department and department staff residing at Aalo  should stay at their posting places at Mechukha, Tato, Pidi and Monigong. It further demanded infrastructure  development of EAC offices at Monigong and Tato.

 

Pune students visit Mechukha

ITANAGAR, May 25: A 17-member team of students from Jan Prabodini Pune, Maharashtra along with their principal visited Tso Yargey Public School and Kasturba Gandhi Balika Vidyalaya during their study tour to Mechukha yesterday.

The team interacted with the students of both the schools. Both the visiting team and the host presented cultural programmes on the occasion. The students team was highly impressed by the cultural programme and the scenic beauty of Mechukha valley.

The students team also visited some interior villages near McMohan line and interacted with the villagers.

 

RGU,  NSUI appeal

ITANAGAR, May 25: The Rajiv Gandhi University authority has requested the organizations to defer the proposed 12 hours capital bandh on May 28 in view of  university examinations which will continue up to June 21 next.

While supporting AAPYF, ANYC and APATCYO for their protest against the Government’s failure to cancel the illegal land allotment to non-APST, the National Students’ Union of India urged the trio not to choose bandh as the only mean of protest since bandh does not help solve any problem rather it affects normal life of common people, patients, businessmen and students appearing examinations. NSUI urged the organizations to discuss the matter with government mutually and try to settle it.

 

Hunting, fishing banned

ITANAGAR, May 25: The general public, gaon burahs and panchayat leaders of various villages under Bana area in East Kameng district have prohibited hunting and fishing by using explosive materials under Bana area. This decision was taken in a meeting held at Yangsey village on May 23.

The gaon burahs of Bana area will take the responsibility for proper implementation of the prohibitory order, the meeting resolved adding that the violators of ban order will face heavy penalty.

 

Vaccination programme

ITANAGAR, May 25: The routine mass vaccination programme for foot and mouth disease (FMD), swine fever etc. in livestock would be conducted within Banderdewa circle from May 28 to June six. All the livestock owners are advised to keep their animals ready for vaccination and cooperate with the vaccination team.

 

Students seek re-tendering

ITANAGAR, May 25: Alleging non-maintenance of transparency in awarding contract work for the construction of Rural Link Road (RLR) from Dalbing to Gobuk via Ruyung agriculture field by the tendering authority of RWD, Yingkiong, the All Millang Students’ Association (AMSA) and villagers have demanded re-tendering of the work within two months.

They alleged that the tender for the said work was conducted without following the laid norms and guidelines.

 

Union seeks impartial report

ITANAGAR, May 25: All East Kameng Students’ Union (AEKSU) has appealed to the Public Account Sub-Committee constituted for investigation into Seppa Water Treatment Plant (WTP) Scandal to prepare an impartial report without any fear and favour so that all corrupt officials involved in the scandal do not escape punishment.

The fate of the WTP is solely depended on an impartial report of the committee. Otherwise the WTP would never see the light of completion, AEKSU said in a release.

Any unfair and biased report would compel the union to take to the street, it threatened.

 

Union warns action against bandh callers, seeks opening of road

ITANAGAR, May 25: All Papum Pare District Students Union (APPDSU) in its emergency decision taken has decided to lodge F.I.R against the President/General Secretaries of the three unknown organizations if any damages is done to individual/public properties during the proposed bandh call on May 28.

APPDSU demanded the state government to strictly deal with the capital bandh callers using the banners of organizations that doesn’t not have the sanction of the people of the state. The union urged the organisations to opt for other democratic movement against the issues that they have raised without going for bandh calls.

Meanwhile, APPDSU has appealed to the executing agency/authority concern of Itanagar to Hollongi NH-4 Lane road to make a way for vehicular movement at the earliest because the students and public of Papum Poma area are facing hardship as the alternate route they have to opt is via Assam.

IMI - Sustainable Mountain Development Summit 2012

GANGTOK, May 25: The eleven mountain and hill states of India - Jammu & Kashmir, Himachal Pradesh, Uttarakhand, Sikkim, Arunachal Pradesh, Nagaland, Manipur, Meghalaya, Mizoram and the hill districts of Assam, Tripura and West Bengal have always been overlooked in developmental plans and programmes of the government of India. The planning commission, the highest planning body of India, thus observes.

It identifies that various development approaches followed in the country so far have not had the desired impact on the mountain states. A working group constituted during the Eighth Five Year Plan (1992-97) made plain that the hill areas of the country are faced with certain peculiar problems inhibiting the process of development. On account of the difficult terrain, variable agro-climatic conditions, distinct socio-cultural features, the hill areas have remained backward, it concludes.

Born out of these findings was the Indian Mountain Initiative (IMI), which was the result of the recommendations of the Task Force set up in 2011 for overall development of mountain states.

In carrying out the desired task of establishing a ‘functional discussion platform for all Indian mountain states’ the second edition of the IMI - Sustainable Mountain Development Summit 2012 (IMI SMDS2) began here with the salient themes of Water, Mountain livelihoods and Communities & forests.

Representatives from eleven mountain and hill states of the Indian Himalayan Region (IHR) consisting of Ministers, MPs, academicians, scholars, practitioners, government representatives, NGOs and students gathered to contribute towards formulation of policies and strategies for comprehensive development of the region.

The Arunachal delegates for the summit included Pema Khandu, Tourism Minister, Ninong Ering, Member of Parliament (East), AK Singh, Director, Tourism and Nalong Mize, ED, Future Generations Arunachal.

Speaking as chief guest during the summit, KT Gyaltsen, Speaker of the Sikkim state legislative assembly hoped that the outcome emerging from the deliberation will definitely contribute towards formulation of some policies and strategies globally.

He felt that sustainable mountain development initiative has to be considered in local, regional and global term as it will impact the people world over.

Earlier, welcoming the participants, Karma Gyatso, Chief Secretary, government of Sikkim said that Sikkim government has initiated policies to ensure that steps are taken in right direction to make sustainable mountain development initiative a reality and not mere ‘slogan’.

The inaugural ceremony was followed by flagging off an electric car, the eco-friendly car manufactured by the Tata Motors by Khandu to demonstrate the concept of super ace electric. The vehicle is powered by a lithium-ion battery with top speed of 80 km per hour.

Dr RS Tolia, Chairman, Central Himalayan Environment Association (CHEA) chaired the following plenary session on the three themes.

This year’s summit is hosted by the Ecotourism and Conservation Society of Sikkim (ECOSS), Gangtok in association with Central Himalayan Environment Network (CHEA), Nainital, Uttarakhand and supported by government of Arunachal and Nagaland along with the host state.

The first summit was held in Nainital, Uttaranchal, and hosted by CHEA.

 

 

Arunachal-Sikkim signs Tourism MOU

Gangtok, May 25: Arunachal and Sikkim has signed a Memorandum of Understanding for mutual collaboration in the Tourism sector after a delegation of the Tourism department led by Minister Pema Khandu and accompanied by Parliamentary Secretary PD Sona, Secretary Sonam Chombay, AK Singh and two engineers had a high level meeting with its Sikkim counterpart for mutual cooperation in the tourism today.

During the hour-long meeting, Khandu while underlining the priority accorded to the Tourism sector by Tuki led Govt, pitched for holistic tourism development of all the Northeastern states to facilitate seamless flow of tourists by rationalizing the permit structure and give tourists a wholesome experience of the east. Highlighting the ancient pilgrimages of Arunachal such as Tzari and Pema-kho, he also advocated for a Buddhist circuit comprising of Sikkim, Bhutan and Arunachal Pradesh.

Bhim Dhungel, Minister Tourism, Govt of Sikkim, while welcoming the delegation to the State praised the young team of Arunachal tourism’s enthusiasm and also the huge potential Arunachal has in the tourism sector. He endorsed the issues flagged by Khandu and agreed that both Sikkim and Arunachal can jointly work in the tourism sector for mutual benefit. Tourism managers of both the states agreed that the Protected Area Permit is a major bottleneck for foreign tourists and resolved to jointly address the problem by placing it before the Home Ministry. The North East MP Forum would also be requested to take up this matter at their level. Minister Dhungel also offered to help Arunachal Tourism in capacity building of the stakeholders. Skill development of unemployed youths in the tourism sector figured prominently in the meeting.

While congratulating Sikkim of its achievements in the tourism sector, PD Sona proposed that both Sikkim and Arunachal Pradesh can share their experiences, concerns, identify areas of mutual benefits and work out ways to put such areas into action.

 

 

Burial cum cremation ground battles encroachment, garbage dumps

ITANAGAR, May 25: With the ever growing encroachment of government land in the twin towns of state capital, even the lone Burial cum Cremation ground has not been spared where more than thousand mortal remains are buried and cremated.

Adding to the problem,  for the last three years the Urban Development department instead of refurbishing, has made it a garbage dump as heaps of trash is dumped at the entrance gate.

The government of India through Urban Department has spent Rs 3.50 crores on the cremation ground for developing of Chowkidar house, dead body shed, water supply, electrification, security wall and flood control measures. But within a short span, the approach road and compound wall of the ground partially collapsed resulting encroachment and dismantling of public properties by some individuals.

Concerned over the damage of public property inside the general burial ground, former Capital MLA Kipa Babu had lodged an FIR at Nirjuli and Banderdewa Police stations two months back and also wrote a letter to Capital Deputy Commissioner to look into the matter.

However, the District Administration and the police officials of concerned police station could not take any action against those individuals who dismantled the sheds of the ground despite disclosing of their names and identity.

Babu further informed that the ground measuring approx: 2 hectres of land was purchased by him in 2003-04 from a private party. However, he donated the land to Deputy Commissioner Papum Pare for noble cause and subsequently the area was converted to a cremation ground.

He urged the UD department to renovate the ground and also appealed to the people to spare the lone burial ground from encroachment.

He also cautioned the government that if the government is not at all interest in protecting and preserving the lone general cremation ground for citizens of twin towns of state capital, there is no way left except taking it back.

The students were also provided admission brochure/prospectus free of cost.

Earlier, inaugurating the Edufest, Education Minister Bosiram Siram highly appreciated the initiative and assured his all support in conducting it in a grand manner next year. He said this (Edufest) would definitely help the students and parents to know about career options within India and also to choose the right institutions amidst reports of cheating by agents of various educational institutions.

It is worth mentioning here that Arunachalee students are often cheated by agents of various educational institutions by way of collecting exorbitant admission fee and landing them in remote and little known educational institutions instead of a reputed one as they assure during spot admission in Itanagar.

However, it is hoped that the two-day Edufest being held here would give a sigh of relief to the students and parents atleast in admission related matters.

 

 

Police still clueless on whereabouts of abducted GB

NAMSAI, May 25: Chow Mikhita Namchoom, Gaon Burah (GB) of Pangkhao in Lohit district who was kidnapped by a group of armed miscreants on May 9 is yet to be traced.

Even two weeks after the abduction, the Lohit District Police, despite putting in their best effort is clueless about his whereabouts and safety. But Police is toiling hard on the FIR that was lodged in Namsai Police Station on May 14 and registered vide NMS PS Case No. 43/12, US 364 (A) 34, following which the police arrested Chow Kham Taipa along with his son Chow Jarongam Taipa on suspicion. The father-son duo is understood to be close relatives of the GB. Angst at delay on the part of security forces in arresting the culprits, a meeting was held on May 22 which was largely attended by leaders of All Tai Khampti Singpho Student Union; Youth Welfare Association Chongkham; All Namsai Area Youth Association; Khampti Singpho Council; Chongkham Village Council and Mahila Mandals of Chongkham and Namsai. The Khampti-Singpho leaders registered their dissatisfaction and strong resentment over authority’s inaction compelling them to call 72 hours bandh of Namsai Sub-Division from May 24. The first day of the bandh was a total success and no untoward incident whatsoever have been reported.

On the eve of first day of the bandh, the police along with para-military forces launched operation in reserve forest of Manabum and Tengapani but no one was arrested.

Through the bandh, the organizations demand the state government, Lohit police and para-military forces to step up joint operation to rescue Namchoom from the clutches of abductors.

Local sources informed that the abductors have demanded Rs. 50 lakh as ransom.

The organizations headed by ATKSSU have shot a memorandum to Chief Minister strongly condemning the untold miseries experienced by Khampti-Singpho people. The memo urged the CM to intervene and ensure safe release of the village headman. The organizations also demanded total clearance of Manabum and Tengapani reserve forest from underground elements.

If the govt fails, we will launch another round of agitation, ATKSSU General Secretary Chow Sengkhun Manchey said while strongly opining that the insurgents are directly targeting Khampti-Singpho individuals.

There is a report that the abductors had an interaction with GB’s son Chow Mangney Namchoom last week over phone during which the abductors were understood to have disclosed their identity very clearly.

It is to be noted that in the last two years, Namsai Sub–Division witnessed many cases of kidnapping, extortion and murder but despite repeated representations, the culprits are still roaming free without any fear.

Other than opening a police outpost at Mohong with handful of police personnel, nothing substantial has been done to guarantee full proof security to citizens, Manchey said while expressing hope that the bandh will certainly bear fruits.

 

 

Former MP Ratan Tama passes away

Itanagar, May 25: Former Rajya Sabha member Ratan Tama  passed away today at his Itanagar residence. He had been battling ill health for the last two years.

Ratan Tama was son of late Ratan Tacho and Ratan Berji of Rotom of Lower Subansiri district. He is survived by five wives and eighteen children. He did his schooling and graduation from Ramakrishna Mission Residential College, Narendrapur, West Bengal.

A grassroots level leader Ratan Tama, who served in various social organizations and Panchayat Institutions,  went on to represent the Arunachal at Rajya Sabha in May 1978.  He was associated with the Congress party,  but later joined the Janata Party  as district General Secretary and later he was elevated to the post state Vice President in 1977-78.

Later on, he joined the Congress (I) party led by late Indira Gandhi and was appointed as Vice-President, state unit of Congress (I) party.

In his condolence message, Arunachal Pradesh Governor, General (retired) J.J. Singh said, with his passing away  we have lost one of the pioneer leaders of the state who made immense contribution to the socio-economic development of the state as Member of Parliament in the Rajya Sabha (1978 to 1984) and a great source of inspiration for the younger generations.

There could not be much shocking news than the sudden demise of former MP Ratan Tama, when I’m on an official trip to his native area Raga" said Chief Minister Nabam Tuki, who is on tour to West Siang, Upper Subansiri and Lower Subansiri district from today.

One of the pioneers of modern Arunachal Pradesh, he was a man with a mission which he pursued to the hilt till his last breath, the Chief Minister said.

The befitting tribute would be to take inspirations from his deeds and contribute in state building,” the CM said in his condolence message.

The Rotom Welfare Society ( RWS ) Dollungmukh has also deeply mourned the sudden demise of its veteran member.

The Nyishi Elite Society (NES) has deeply mourned the demise of Ratan Tama. The  demise of a dedicated social leader and  torch bearer of the community is a great loss to the country, the message said.

As a dedicated social worker, he was also an instrumental figure in community celebration of Boori-Boot Yullow, Nyokum Yullow in Raga and adjoining areas. His contribution in Nyishi unification movement, would work as a guiding force for community service in future, NES said.

The mortal remains of late Tama is being taken to Raga and the last rites is scheduled on May  27  near his late mother’s burial spot as per his last wish, NES informed.

 

 

Govt warns action against bandh callers

ITANAGAR, May 25: Reacting strongly against the Capital Bandh called on May 28 next by few organizations, the Government today denounced the very existence of such organizations terming it as politically motivated having no mandate in the society.   

The organizations have been attempting to gain cheap popularity through blackmailing the government and taking the common people for ransom. Their demands are made with ulterior motive and malicious intentions to create disharmony in the society just for their vested interest, said Government spokesperson Nabam Rebia.

Any organization disturbing the peace and jeopardizing the fundamental rights of common citizens shall be dealt with iron hands, he said as the government appealed the common citizens to discourage Bandh cultures which have become a menace in the state. The Bandh calls not only hamper the developmental activities of the state but badly affect the daily wage earners who are the worst sufferers, the statement added.

The government had constituted a high level committee headed by Land Commissioner as chairman, Parliamentary Secretary Tax & Excise, Local MLA, Political Secretary to CM, Secretary Law, DC Capital, Director Land management and one representative from the agitating organization as members to examine with regards to land allotment made to non APSTs in the capital complex.

Accordingly, the committee in their series of sittings had gone to the facts and figures and has compiled a detailed report for the final decision of the government.

 

 

Seminar on Energy efficiency for sustainable power

NAHARLAGUN, May 25: Indian Chamber of Commerce (ICC), North East Initiative in association with Arunachal Pradesh Energy Development Agency (APEDA) and North Eastern Electric Power Corporation Limited (NEEPCO) has organized a one-day seminar on Energy Efficiency and renewable Energy for Sustainable Power” at Banquet Hall here today.

Addressing the inaugural session of the seminar, Parliamentary Secretary PWD T. Norbu Thongdok called upon the people to instill a sense of responsibility in their mind for efficient use of energy.

“We the people of India, particularly the North East, have inborn quality to conserve and preserve the resources likes energy. The need of the hours is to   promote a culture of conservation,’ he said. Thongdok, particularly requested the authorities to popularize the school education programme on energy efficiency.

The Parliamentary secretary further revealed that around 15 per cent of energy has been lost while distributing power in various states. He called upon the resource persons to suggest ways and means for effective conservation of power.

Emphasizing the need of enhancing renewable energy, the Parliamentary secretary   said wind power could be transform into effective energy in the state.

India now ranks as a "wind superpower" with an installed wind power capacity of 1167 MW and about 5 billion units of electricity have been fed to the national grid so far.

He also explained about the renewable energy sources, such as  solar energy, wind power, etc and technologies designed to improve  energy efficiency.

Arunachal Pradesh State Electricity Regulatory Commission chairman Digvijay Nath  gave details on the energy efficiency and conservation and renewable energy.

Highlighting the resources for renewable energy and hurdles in tapping them, Nath also stressed providing solar power in border areas of the state.

Highlighting the vast potentials for renewable energy in North Eastern states, Assistant Director ICC-NER, Anuradha Goswami said hurdles in enhancing renewable energy  should  be overcome by formulating effective policy, proper technology delivery and besides capacity building for realizing the potential of the renewable energy sector.

APEDA Director Marki Loya also dwelt on various problems and prospects of renewable energy. He also gave various tips  on how to conserve energy.

Many other distinguished guests including  P C Pankaj, Chairman cum Managing Director NEEPCO, Utpal Moral, Director-Technical, NEEPCO, Sanjay Kumar Sinha, Secretary-Power, GoAP, Arijit Sengupta, Assistant Energy Economist, Bureau of Energy Efficiency, Atish Banerjee, Director, National Power Training Institute, N Srinivasan, Product Manager – Energy  and Sustainability, SGS India, R S Mandi, Central Power Reseaarch Institute Bangalore, Palaniappan from Arunachal Pradesh Power Corp. Awareness campaign on TSC

ITANAGAR, May 25: With its continued efforts to educate the rural masses, the NN Charitable Society has successfully conducted IEC (Information, Education and Communication) programme on Total Sanitation campaign at Kheel and Ompuli covering 2 panchayats under Toru circle on May 21 and 22 respectively.

Addressing the participants as resource person, NNCS project officer Techi Ragi requested them to avoid open defecation and adopt the modern and new method in order to live a healthy and disease-free life.

The traditional way of open defecation or disposal of human excreta spreads the communicable disease in our society, Ragi said while adding that with the improvement of civic sense, the community people can help the society to tackle the health related problems.

He further said all the community people should come out to construct individual household latrine (IHHL) in every village. This is the only way to prevent waterborne and communicable disease, he added.

The resource persons  also  visited the villages under Ompuli panchayat. During interaction with the villagers, the resource persons came to know about the scarcity of potable water.  They appealed to the authorities to do the needful.

During the visit to Depo village, which is located 18 KM away from Kheel, the visiting team was given to know that the old and rusted water supply pipeline had already been damaged in flood few years ago. The GPM of the village requested to the government to look into the matter at earliest to stop water borne diseases especially during the rainy season. She also requested for proper implementation of the IHHL under TSC.

The panchayat leaders of both the villages, members of farmers club and Self-help group requested the concern department to start construction of IHHL.

Among others, HGBs, GBs, PRI leaders and villagers attended the programme.

 

 

Sidisow inspects ongoing projects at Thrizino-Buragaon constituency

BOMDILA, May 25:  In order to accelerate the pace of development in the area and to ensure achievement of the physical and financial targets, the local Legislator of Thrizino-Buragaon assembly constituency Kumsi Sidisow has been constantly monitoring and touring his constituency. The day before too, he inspected all the ongoing projects at Thrizino.

Of the four assembly constituencies in the district, the 06 Thrizino-Buragaon assembly constituencies is considered to be the least developed and under developed it is.

Accompanied by ADC Thrizino, Engineers of the executing agencies and Panchayat leaders of the area, Sidisow visited the ongoing ADC office & residential building, the Circuit House building, Rostrum, Teachers’ quarters and the Link road to Helipad at Thrizino which are being undertaken under SPA.  He also visited the drinking water supply project for Thrizino Township.

Urging the Engineers to work  with a missionary zeal to bring the development of the area at par with that of the other developed areas of the district by way of commitment and qualitative works coupled with innovatives, Kumsi expressed his satisfaction over the progress of the ongoing projects and called upon them to maintain the same tempo for all other projects in the area. The works are progressing  according to the plan but it needs to be ensured that the projects are completed well in time maintaining the financial discipline, he concluded.

 

 

East Kameng ATMA conducts exposure visit for farmers

ITANAGAR, May 25: East Kameng ATMA is working tirelessly under the guidance of its project director cum ADO S Goswamy. The resource persons of the ATMA  including KVK experts in association with block technology team (BTT) conducted farmers training cum orientation programme in nook and corner of the district recently.

Apart from training programme,  the ATMA also conducts exposure visit for the farmers to other states of the country. A group of farmers under the banner of district ATMA  visited Shillong to gain knowledge of technical know-how in modern method of agriculture. They visited various agri-based laboratories, field activities of the CPRI(Central Potato Research Institute) and ICAR-NH complex Shillong and interacted with many senior  agri Scientists.

Escorted by Sangno Tawe, BTM East Kameng, the farmers team returned yesterday after successful exposure visit.

The exposure visit will help us to broaden our attitude and  take up farming in bigger way in order to improve our economic status, the farmers said.

 

 

AdiSU supports bandh call, deplore DC’s transfer

PASIGHAT, May 25: The East Siang district unit of Adi Students’ Union (AdiSU) is extending support to the 12-hour Pasighat bandh proposed by Pasighat People’s Welfare Committee (PPWC) on May 28 next.

The AdiSU chief adviser Ungkung Regon, in a press communique stated that lack of regular power supply has forced  halting of development in century-old Pasighat town and adjoining areas.

Regon alleged that the power department officials have miserably failed to improve the power scenario despite repeated assurance.

The AdiSU, while supporting the statement made by Bogong Banggo Kebang and Bogong Banggo Yameng Kebang, today denounced the transfer  of East Siang DC Talem Tapok. The union said that such untimely transfer would hamper the development processes in the district.

Ruksin Block ZPM Toggeng Panyang has also urged the state government to retain the DC in the district.

All Arunachal Pradesh Youth Forum (East Siang District Unit) has also come out in support of the bandh.  

It further supported the proposed bandh call declared by the three organisations in capital complex on May 28 to protest the alleged the failure of state Govt. to cancel the land allotted to the non-APST.

 

 

Changlang monitoring committee meet

CHANGLANG, May 25: The District  level monitoring committee meeting of the planning department Changlang District was held today at the conference hall of the Deputy Commissioner , to monitor all completed and ongoing centrally sponsored schemes ,Under NLCPR, SPA, ACA, NEC, RIDF ,PM’s Packages and PMGSY. The concerned Executive Engineers from PWD, RWD, PHED, POWER, HPD and WRD explained in detail on their specific schemes.

The Deputy Commissioner cum Chairman District Level monitoring Committee, Opak Gao, desired that such monitoring committee meetings be conducted every quarter of the year. He further advised coordination of Administrative Officers, legislators and ZPMs for proper selection of schemes.

The Changlang District ZP chairperson, Junpo Taikam Jugli, appealed to all the Executive agencies to provide a copy of the fund allotted for infrastructure development to local Administrative Officers and ZPM. She wanted that meeting should be called in respective administrative circle level to have firsthand knowledge of various schemes.

ZPM Nampong  Khingranong Tikhak requested the deputy Commissioner to pass an Executive order banning the movement and plying of timber loaded trucks which destroys interior roads.

Among others, ADCs of Miao T. Mara, Bordumsa’s Kento Riba, Jairampur’s M.Roy and DPO Changlang S.K Sharma took part in deliberations. DIPRO

Failed tests, brokers and govt jobs

Dear Editor,

It was very astonishing, when I heard about the recent trend of indiscretions and corruptions practiced in some of the state govt. job competitive examinations; delaying, bidding and rewriting of answer papers. Such practice cannot be caught even through RTI. It is not appropriate to name the particular department but it happens in almost every department.

My friend is an engineering graduate and good in maths. He give tuitions to Class-X and XII students and also coach competitive examination aspirants. Like every Arunachalee, he is seeking a govt job. He qualified many written examinations but could not cross the viva. The reason could be that he is not efficient enough, unable to pay  bribe or maybe he does not have any influential person who would recommend on his behalf.

These days in some departments, you get jobs if you liaise with the right people including brokers and government officials.

During a recently held examination, my friend was one among the candidates. After a month of written examination, one of his tuition students, also a candidate of same examination brought some questions and asked my friend to solve it for him. Later, the candidate disclosed that he paid lakhs of money to the brokers. Since the candidate did not qualify for the viva, the broker asked him to rewrite the answer and submit it.

Such practices are intentionally shaped by the department officials. In between, they check the answer paper, if qualified then negotiation for viva. If not, rewrite the answer script. In such a situation, neither it can be cross checked through RTI nor can such irregularities be detected by any organization. If such uncontrolled trend continues, we would have many unfit and unqualified people sitting in offices.

This can only be controlled and cross checked, if the results of written examination, interviews, etc. are declared within specific time frame. The candidates, student’s Unions and unemployed youths of the state should demand the departments for early declaration of result. Also, the state govt. should strictly check such irregularities; otherwise, state govt will have to bear the burden of employees who do not deliver services as expected.

Govt accommodation and rents

Dear Editor

I would like to highlight how the employees of the state Govt are earning extra income at the state capital. In fact, the Govt. employees who have been allotted Government quarters at capital complex never vacate it even after they are transferred despite the rule where it is clearly stated that government accommodation be vacated within a certain time frame.

They are using Govt. properties as their own  by keeping their relatives and leasing it out on rent. Whereas some of the employees who have been transferred to capital complex are facing difficulties as they are compelled to settle at rented house by paying high amount.

Therefore, I would like to know what steps are being taken against those who indulge in such practices.  Whether the defaulters are liable to be prosecuted as per the provision of law? Whether these defaulters are regularly paying revenue to the state govt. against their illegally occupied properties?

So, I request the state govt. to kindly initiate action against those who have illegally occupied Govt. quarters by imposing punishment as per the provision of law.

Do not waste your precious space

Dear Editor,

It is disheartening to see that Reader’s Forum, the most sought after and liked column of your esteemed daily is occupied by some unnecessary letters which are not at all related to our people; the recent one being on IPL by one Kajal Chatterjee from Kolkata.

I do not say that he/she is not a good writer but letters should at least reflect our state and the problems of the peoples, because I treat your daily as mouth piece of a common Arunachalee. If someone wants to know about national issue or others, surely they will switch to TV.

Most of our people buy your daily not for national or international matters but to know about the happenings in the states and also because local grievances are reflected in Readers Forum section.

Therefore, inserting unnecessary topics like IPL is misusing your valuable space. These things can be taken up for discussion at Parliament and by the cricket and legal experts.

Hope to see your paper doing yeoman services by bringing out discontentment of Arunachalees and corrective suggestions.

To add, the road separator at Bank Tinali may be painted white as during rainy nights it is not visible which may cause serious traffic accidents.

Anti-social activities and stoic silence

Dear Editor,

The kidnapping of Pankhao GB is not first of its kind that has happened at Namsai Chonkgham area.

Ever since the incumbent legislatures were elected, such anti-social activities have sprouted up and its frequency is only increasing. This kidnapping case is one amongst them.

In all the previous cases, the perpetrators of these crime have virtually gone unpunished. Probably, this is encouraging the anti-social elements.

Factors such as the stoic public silence of the elected members on these issues, repeated failure of the district administration and repetition of such crimes, are actually swelling the spectrum of suspicion with varied possibilities.

I hope they will take corrective measures to re-invent their tarnished image, courtesy themselves.

Border people and bandh

Dear Editor,

I would like to draw the attention of authority towards an incident that happened at my area on May 25, where it was a bandh day in our neighbour state. A group of people from there came to my area and vandalized the market.

When there is a bandh in some other state, how can they come and force it on us? How can people from there come and close the market? It's out of their jurisdiction.

For people living in the border areas, dependent on Assam for communication, there is not much choice.

So I would like to request the local MLA & state govt to take immediate steps to construct a road from Seijosa-Dissing Passo-Taraso to Itanagar immediately. I would also appeal them to increase the number of police force from 4 to 20.

We too are skilled

Dear Editor,

I am an Ayurvedic graduate and it’s very sad news for all the Ayush doctors and dentists as there is no opportunity for them in the posts advertised through APPSC even though we are equally skilled. So I request the state health department and govt of Arunachal to give us an opportunity as early as possible and also give us a chance to promote the efficacy of ayurvedic medicine for the benefit of poor citizens of our state.

UN interactive website

 The United Nations Environment Programme has launched an initiative to create an online database which will involve user-generated content to improve information-sharing on sustainable development for developing countries.

The new online database aims to strengthen partnerships between sustainable development projects in developing countries.

The website was launched during the 17th session of the United Nations High-Level Committee on South-South Cooperation in New York recently. Governments, NGOs, research centres, civil society, academics, and others working on environmental issues in developing countries are invited to submit content to the database and share their expertise and experiences with peers.

 The initiative aims to improve access to information, best practices, methodologies, advisory services and training opportunities that can enable communities to better manage their natural resources and local environment.

The exchange mechanism will initially focus on projects with direct links to the environment, and where UNEP and its partners have been directly involved. The scope of the initiative is then expected to expand, to include South-South sustainable development initiatives in a broader sense.
